Joomla tag not created when creating a tag in Flexicontent

creations of tag via older version is not a big issue now
but we want to create Joomla tags properly today

because in future that we
- will support the tree structure of tags
- Plus we will translate tags on save for associated items

the plan is to automatically assign associated tags (= appropriate ) to the associated items,
so that tags appears in correct language

The above must be a coincidence of your case, in general this is not the case

We have 2 different DB Tables for storing tags, that is why we map the IDs of the 2 Tables
