Please test again now, edit with a user that can publish and resave the item. The new version should become current.

You have to click --save-- with a user that can publish, and it LAST version will become current and the message will go away

The message is normal when you have users that CANNOT publish,
-- then administrator edits the item
-- check the user changes
-- clicks -save- to make the version current and this notice will not appear again until some user changes the item
