Thank you for your response. I changed "Access Files Manager" and "View All files (uploaded by any user)" to allowed. I logged out and logged in again.

But I still cannot see all the files in the file field. Is there anything else that I might be missing?

Hello

does the user participate in multiple usergroups
maybe you have set it to "not allowed" in another usergroup

check the other usergoups and set ACL in them to "Inherit"

No, the user does not participate in multiple user groups. It is contained within Super User group so it should have all the access.

Hello

this should not be happening,
and also if user is superadming then the ACL privelege is always evaluated to "yes" regardless of what you will set in configuration

but maybe i have misunderstood you
- you want to view the download button for all files in frontend ?

or you want to see all files when you click to select a file in item form ?
when you click to select file and the popup window opens,
- the "uploader" filter maybe set to current user

did you try to clear the "uploader" filter ?
