Best rated ordering does not favour number of votes for same-rated items (most voted should appear first)

Now, items with less than 5 stars will displays at the end? Is it correct?

You mean items with 5 or less --votes--  (you do not 5 or less stars ...)

Yes they wll be pushed down towards the end of the list
-- e.g. a 5-times voted item with --real-- rating :   60% will be ordered as if it had rating 48%   =  ( 60% * 0.8 )

if you want to push them even more to the end of the list,
then set the weight to even lower value , lower than 80% that i gave in my example
e.g.

1 votes, weight 20%  (aggressive pushing back)
2 votes, weight 30%  (less aggressive pushing back)
3 votes, weight 40%  (etc)
4 votes, weight 50%
5 votes, weight 60%

6 votes, weight 100%  (no pushing back)
7 votes, weight 100%  (no pushing back)

Ahhh...

So. Rating weight  = Votes count???

"Votes count" , items that have been voted only by 1 to 9 people

the items that besides showing to the end, you also suggested to show them as "not yet rated"
