Best rated ordering does not favour number of votes for same-rated items (most voted should appear first)

I mean if item have < 5 (10,15) votes = then item unrated.

the "Unrated" configuration TAB solves the best rated ordering for low-voted items
- by giving them a lower rating value DURING ORDERING
... and thus pushing them towards the end of the item list

But then it makes sense to show them as "Unrated / not enough votes"
otherwise it will look strange to have the at end of list and shown to have 5 stars despite having only e.g. 2 votes

thinking if we can display a special marking in them or show the number of votes as progress bar
and their voting with different styling classes, e.g. a darker image

No need special marking. 
I think if item will have status Unrated - it will be enough.
Or, it can be unrated item with tooltip marking "not enough votes".
But I still can't understand how "Unrated" configuration TAB works?
What does it mean - Rating weight % 5?
It's clear for me - if item have less than 10 votes. But I can't understand what is Rating weight.

Items with only a few votes
- needs to be pushed back to the end of an item listing that is ordered via "Best rated"

how do you do the above ?
e.g. if you have an item with only 2 votes and rating 90%
and rating weight 80% for all items with 2 votes

- then you will get "rating" column during ordering

Real rating * (Rating Weight / 100%)
thus you get
90% * 0.8 = 72% rating during ordering .... thus the item will not appear next to items having 90% and 10+ votes !!!
instead it will appear further to the end of the list

By getting some sleep and then reading my explanation above, also the description text inside "Unrated" TAB is good

Short answer:
- to move them to end of the list set rating weight for them to be < 100%

e.g.
- set rating weight to be 80% , for cases of voting with 1, 2 ,3 ,4 ,5

- also you would probably want to set 60% or less default rating for items with zero votes
