I've been in Flexicontent configuration and change some of them in category and save the configuration.

I empty the cache but Inotice there is one line with :
com_flexicontent_cats with 2 files which they don't remove from the cache even Ipress many time clear cache. All other one are removed but not these 2

And the error is still there

This is normal, the "com_flexicontent_cats" is cleared, just after clearing cache the "com_flexicontent_cats" is always created by FLEXIcontent system plugin, so it 100% expected and desirable behavior (we need this)

This is due to some saved parameter value coming for J1.5 version

if you save component, category, menu item then it will go away

please test this:
edit in components/com_flexicontent/models/category.php
find line 1563:
if ($filter_ids === false) return $filters;
change it to be:
if (empty($filter_ids)) return $filters;
