1. Ordering of field according to their TYPE configured ordering, was fixed in r1348
2. The categories override is ONLY for submitting new items, as it is stated in the description of the menu item. This was added MAINLY for J1.5 without FLEXIaccess to allow people to have some control over the submission form.
A NOTE: Recently i added form tampering checks to make sure the user does not bypass category configuration/permissions by hacking the form and submitting
