here is what is happening

every category inherits display configuration from its parents , and then finally at top level we inherit from the component

- Inherit from component configuration
- Inherit from parent category tree
Cat 1
|_ Cat 2
|_ Cat 3
- Finally Cat3 can have "Use global" or it can override some values

So you can go to a category that display differently
and verify that it is has the desired parameters set to use global (e.g. in this case the ordering and also the desired layout (template))
and click save

Then check parent categories of the category, and click save (although saving should not be needed)
Then check component configuration

We recommend that you only configure and component and then , make some modifications to top level categories, that will make it easier to maintain your configuration

Please note that i do not have access to Joomla backend to verify the above /administrator/ gives access deny login form does not open
