I have set my site in development ( artetart.fr  )  to display frontend Add button. About the Add button, please stop spending time on it, and do some other work

On all my machines, on my phone ... I do not have the buttons add an article and edit. Yet I give all rights to all the public, set the submit button in the general flexi configuration, in the category, create menus ...ggppdk had looked but for him the display was done correctly.
I do not understand.In addition you will see on the screenshot the message that appears and that ggppdk did not have.I also attach the screen copy that ggppdk sent me  to show me the display was ok.
