[fixed] Load en-GB translate string if no national string

Now only full translation has sense, because when getting such strings, the extension becomes unreadable.

My suggestion is to load en-GB always and then load the national language. So the untranslated strings will be in english.

This is how it's done in Virtruemart:

The best way to place such a code is a system plugin which will take care of loading en-GB where needed.

If not plugin, then to load language in i.e. the module edit form I use a custom form field, which loads the language.

Actually we need this at 4 places:
Front-end
Back-end
Flexicontent Fields
Flexicontent modules

We had done it already for flexicontent fields, and i was under the impression that it was done for both frontend and backend entry point of the component language files, but it seems i forgot to do it at the time ... added it in r1239
