Alias with special characters not working

Hi,
I just discovered that the article alias is not built correctly. For article aliases, German umlauts or special letters like ä, ö, ü, ß are not converted into ae, oe, ue, ss. I checked with a normal Joomla installation without FlexiContent and here it's working correctly!

Hello

we are using Joomla language files to make the
"transliteration" by calling the transliteration of the current language

so this should not be happening

Does the article have "German language" ?
or does it have language "All"

Is there a variation of German
de-DE or de-other ?

[Update]
beside the above
can you also give an example

of original text
and then wrong transliteration text
and correct transliteration text
