What is the expected behaviour of fcdebug ? (enable statistics footer via URL)

Lorsque j’active l'option "fcdebug=1", le résumé technique apparaît sur toutes les pages, peu même si je n'ajoute pas fcdebug=1 à l'URL.

When I activate the "debug = 1 fc" option in the general settings, the technical summary appears on all pages, regardless even if I do not add fcdebug = 1 to the URL.

yes
- 1. it is meant to be persistent for current user (we need to add description in component configuration)
after using it once it should be ON, for all subsequent views
- 2. if you use &fcdebug=0, it should stop
- 3. if Joomla cache is OFF then other visitors should not see stats
you should turn off Joomla cache when using it (we need to add warningin component configuration)

is any of the (1,2,3) not working as described above ?
