[any 3rd extension could ...] Disable jquery 3.2 not working

I have disable in version 1880 front end Jquery and FC does not removed it.

-- in J3.2 the jQuery is built-in to Joomla

so if you disabled inside FC, then it is probably loaded by some other extension



to make sure that this is not done by FC code
do a recursive text search in folder
components/com_flexicontent/
and in folder
plugins/flexicontent_fields/
and in folder
modules


-- the function loadJQuery should only appear inside file:

components/com_flexicontent/classes/flexicontent.helper.php

the parameter that you mention is used by:
flexicontent_html::loadFramework(...)
so if someone , or some old code is calling loadJQuery flexicontent function directly then the parameter will not be respected
