Image field dragged to Image zone results in Forbidden 403

I created an Image field, but when I go to the template and attempt to drag the image field into Image zone of the template (between top and description) and then click save or apply I get this error:

Forbidden
You don't have permission to access /administrator/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any ideas? I can drag the Image field to any other zone and it works, but the layout is a bit messy and by the looks of the Image zone it has a better layout.

Any ideas?

What version you have?

Try this: Rename your folder and copy the original template folder from the installation file and try again. Your template may be modified or corrupted.

But this is strange why a 403 error?

Also try a fresh install on different joomla folder does it appear?
