Post-installation update does not "take"

J3.2.3, FC 2.1.2 r1806 beta, php 5.4.27

I'm having difficulty with the install multilingual support post-installation task (though I've had it installed for a while). I click the button to install, I get the green checkmark. I refresh and it hasn't been installed.

The permissions debug output:

this is fixed in v2.2.0 BETA, in which version all post-installation tasks are revised (due to testing FC in very large web-sites 250,000 items)

also v2.2.0 is much more appropriate for J3.x

first please try v2.1.3 r1857 from our download section, and if the problem persists, i ll post download link of v2.2.0 r1889+

FLEXIcontent v2.2.0 r1895 BETA for J2.5/J3.x

Everything updated fine except the multilingual support again. I still can't access my content.
