This is my experience with other sites.Users usually behave correctly.On the other hand, if the user wants to manipulate reviews and ratings - he will register.Now it takes 2 minutes to get a new Gmail account.

Also, I don't see any problem with this.
If guest cat vote, so he should can revote.
But should not have ability to multiple vote.
How?
1. Cookies
2. IP
So, no manipulations.
