users in a group not inheriting from superuser get no title or toolbar when editing an item

I have a user group with edit permissions on an item, but the toolbar with essentials like "Apply" are missing for users in that group. I gave the group all permissions in both joomla and flexicontent, but it still happens. It only appears if the group inherits from Super User. Any ideas making it available to the users?

It occurs to me that the users are missing the regular administrative interface, as well. So it's likely a more general issue.

And, so, that is the issue. My new user group needed to be in the "special" access level. And now it is, and now everything that was missing is showing up.
