Ok

i think it should be frontend site default (UI) language
since the above is the most common case by far

If the language of the currently edited item is "ALL" - transliteration does not work.
I configured russian language as default Joomla admin panel and front end.
But when I create new item in FC - I always need to set russian language manualy,

yes, i understood this (see my answer above)
and it is because of course we do not know which language to use,
- every language as a different character map

anyway added transliteration for language all,
- by considering it to be the FRONTEND site default language (you can select it in the joomla language manager at "Installed" languages)

and added transliteration for category alias too:

Hello

to test it (if you have Joomla 3.5.x):
(do not install in J3.4.x, because a PHP 7 related change that we made needs fixing to work in J3.4.x, will fix in official release)

download from this link:
github.com/FLEXIcontent/flexicontent-cck/tree/3.0.x-stable

click "Download zip" and install via Joomla extension manager

I have downloaded 3.0.14-rc3 and now transliteration works fine for items and categories, and I no need to choose language each time I add new item.

But your array have some errors. Please replace it with fixed array.

Your suggestion:
'Sch', 'sch', ... 'E', 'e', 'Yu', 'yu', 'Ya', 'ya');

Suggested by other users in past:
'Shh', 'shh', ... 'Je', 'je', 'Ju', 'ju', 'Ja', 'ja');

Why did they suggest it differently ? are they wrong ?
