Forbid permission aproval

Hi!

Would like to know if there is a way to have two editors groups, one that can ask for approval of articles and one that don`t.

Unless otherwise indicated:
Joomla 3.8.1
Flexicontent 3.2.1.7

Hello

both will have:
edit (or edit.own) permission

only one of them will have:
edit.state (or edit.state.own) permission (=can publish changes without need for approval)

I think I didn´t explain myself properly

I want a group of editors that edit and can request approval, and a different one that can edit but can`t request anything

but
can not publish and
can not send approval request?

this will require a new ACL privilege for component permissions:

Can send approval request

will examine this together with another workflow enhancement
