1. No tooltips for category images exists
so i guess you mean item's images in category view, right?

also you mean category layout of blog template ?
(you don't mention the FC template that you are using, but the link you provide is
blog template)

please always mention template!)
There is no parameter to disable tooltips for these images of the blog template,
but it is very easy to customize it,
most output of templates comes from file category_items.php, so you have very little code to look into,
find the link around the (2 places leading and intro):

- remove class="hasTip"
this will remove the instant tooltip
- and you may want to also remove title="..." to also remove the browser built-in tooltip (after some seconds)

In other templates (i don't mean Joomla templates but (FC compontent area templates) )
you would use an image field and for it there is parameter for tooltips
