Problem with menu?

We encountered the following situation. We created a new menu called Fleximenu who copied information from an existing menu called Topmenu. We restricted this new menu at the Special level because I did not want the new format to be temporarily visible to other users.

When I started to make changes in Fleximenu adding links to new categories of Flexicontent, we discovered that users can not access the items added to existing categories in the Topmenu, they were redirected to Flexicontent items
