You can use a joomla extension to
-- automate loading of JQuery in ALL site frontend

e.g. joomla extension JQueryEasy

-- Flexicontent is Free but involves a big effort on our part.

Yeap, I have installed it and trying to use it but a bit complicate for me.
With basic setting doesn't solve my problem.
Shape5 Templates loads JQuery 1.8.x.
For Accordion I have added loads
jquery-1.8.2.js,
jquery-ui-1.9.0.custom.js,
jquery-ui-1.9.0.custom.min.js
