Cannot add tags frontend

Is it possible for users to add new tags for their item in frontend.

In flexiacess I gave user groups permission to manage tags and assign tags.

but in frontend when i type a tag in and press enter nothing happens. does not even enter it in the database. Any suggestions is greatly appreciated.

I made some tests and it works for me.

May be it's a jquery conflict.

Is there some modules which use jquery on the page of your content submission?

yes i have a link you www.managainnation.com menu link man laws -> submit man laws all help is much appreciated. i will check what modules i have with jquery and plugins that may cause this problem also.
