Items manager filter ordering - how to change

The items manager filter ordering shows a lot of irrelevant options in the top, while the custom fileds shows in the bottom of the dropdown box - and below the screen.. I would like the custom field options to show in top of the filter dropdrown box.

Is it possible to change the order of the filter dropdown.

the custom filters appear in the order that you set them

but indeed they appear after all default filters
and this placement of custom filters at the end of the filter's list is not configurable

i understand the argument to place them before the default filters
but i am thinking that this should just be the default placement behavior without adding a new parameter to select placement at top or at bottom
