maybe for guest submitters, sending new content notification to the configured user groups has a bug

i ll test before asking you anything further

Hello

i have created a new issue to look at during week
will try to have this in v3.2.1.13

it should be a small fix but needs a little time to search maybe 30 minutes maybe less maybe more
