- not acceptable error, (HTTP 406) would mean that you have some mod_security rule being triggered, what that would be is unknown, because mod_security rules are custom, please check apache server log to see if anything is logged there

- also try doing the same as super admin, does it work ?

- enable Joomla "error reporting" parameter to "maximum", do you get some message ?

another way, would be to find which rule was triggered and only turn OFF the specific rule
-- mod_security has different rules and these rules can be different in every web server
