We want to be able to add comments to content that has been returned or rejected. Essentially, an author should be able to submit content through workflow, then an publisher should be able to send it back with comments. Currently, the only role that can see comments are the Admins and Publishers.
you can try creating a custom field TEXTAREA field that is only editable (ACL in field configuration) by "Admins" or whatever usergroup you are using
