Request Approval not working in Administrator

With a user in the "Authors" group, with edit.state and edit.own.state both Disabled and the document state is Draft :: Unpublished, the "Request Approval" button returns 500 errors.

FLEXIcontent now has very powerful notifications

-- per content type and per category,

to warn admins of NEW documents need publication approval OR of newer document versions that need version reviewal and approval

or of other NEW documents that do not need approval (user can publish) or new document versions not need reviewal (user can publish)

but yes the manual request is broken,
i understand the need of it we want backend users to be able to edit same content item multiple times and when they are ready to request approval
