I am not sure of what you ask, but if you ask to make the filter to be menu items then:

you can replace the select drop down with menu items,
that each points to every filtering value

1. Create a category or a multi-categories menu item
2. In the parameter "Locked" filters value set 1 filtering value
e.g. for field 45
45##value1
