this is error is produced by some 3rd party plugin that you have,
it is not because of FLEXIcontent code,

but let's see if it happens only in FLEXIcontent item form

- go to Joomla weblinks manager, and click to create a new weblink, does the editor appear ?

No problem, I found the weblink manager. But jce doesn't appear.

test if JCE appears, by going to module manager
and open a module of type "Custom HTML"

jce doesn't appear but it's the joomla editor

go to Joomla global configuration, and make JCE the default editor, then retry opening the custom HTML module
