Hello,
inside file that you replaced,
please remove lines
Code:
static $filters; if($filters) return $filters;
these are no longer needed and they cause this issue

persistent and initial filters in filter module

i guess it would be useful and we will do it some time after finishing J3.x support and implementing installable Content Kits

If i am on a page filtering (menu item with persistant or initial filter) and if i want to show filters not on the top of the content (filters shown in the menu item) but in a module : it isn't possible.
The module doesn't care of the persistent or initial filters set).
