no, I mean that user who should have file management tab on backend does not have.

i see you use rt control template in backend it realy compatible with FLEXIcontent ?

do you really think that template is root cause if it works with my admin user and not this other user ?

in Flexicontent backend folder edit access.xml

and find
"flexicontent.managefile"
and change to
"flexicontent.managefiles"

save and relogin to backend, then you will be asked to update permission, click to do so ..., then assign permissions in FLEXIcontent Component Configuration

ok I changed it and it works. but I saw too that I didn't allow "manage file" maybe this was the root cause of the tabs wasn't display
