When use are using the date field to display publish up
- the field configuration is used only for displaying purposes !!
- the formatting parameter for item form are not used
Instead the publish up field is created via its settings inside the item.xml
the change i made was to force (inside item.xml) the format to be always

format="%Y-%m-%d %H:%M:%S"
for date form fields:
- publish_up
- publish_down
otherwise the fields will not save properly (so the fix was to make sure fields are always saved without data loss)
if i remember i tested with native Joomla article form, if i try to use other custom format inside XML file (or custom format via changing the language string) then the dates are not saved properly
