Some spare needings on author permission and options setup

I have searched in forum before posting, founding none.
I have this needings:
1. set max posted items number per authors group within a day and within a period (1 month); I have read there is a total amount limit, but what about daily/monthly limiting? Obviously limits must start after assigning the user to the group, and reset to the starting value after each period
2. lock author from item editing/deleting when the item it is set as published.
3. send different emails on each item state change (to author and to admins)

Is there a way to get this using standard component? If not, is there the possibility to hiring someone to implement those featuers (without modifing component core)?

1. actually we would add this limitation at the same place we have the other limitation
but calculating the number of items having creation date within limits, day or month

2. We have create (initial submit)
and then we have
edit / edit.own

and having edit / edit.own without edit.state / edit.state.own forces an approval requirement

a solution for what you need could be this
- create items in (main) category A that has edit.own, and when you publish it change the item's main category to category B that does no allow edit / edit.own
