Field Order at Edit Item?

What determines how fields are organized when editing an item at the backend? I have the global order defined as desired but it's not being fully honored. Global order is also mimicked by the template being used. If there's a form of order override defined at Types, it wasn't apparent to me.

Hello

this question keeps coming up
then we added a warning but it was a bit annoying

please notice at the ordering column ...
"No type selected"

1. Filter the fields listing by a specific item type
2. Re-Order the fields and click save

Ah! I got it!!
A suggestion as it's important information but can be intrusive: You know how on a new Joomla install you'll get the post-installation messages? Those messages can then be hidden and revealed as needed. What about doing something like that?

Either that, or what about including it within the tooltip of Global Order?

Hello

we used to have this

a message shown 2 times at fields manager until your next login

and then you could disable it permanently by editing component configuration

but it was a little annoying and remove it completely
