ACL on Category

Hi!
I have a user called "User" of access level Registered, and another user called "Manager" of access level Manager.
I have a FLEXIcontent Type called "Article", and 2 FLEXIcontent Categories called "Normal" and "Super". For Category super, in its Manage Permissions I deny everything for Access Level "Registered", while "Manager" can create content in this Category.
I have a menu item of type FLEXIcontent Item Submission Form.

The problem is that when the user "User" clicks on that menu item, he is able to submit a content for Category "Super". How do I manage to forbid Access Level "Registered" to create content of Category "Super"?

In menu item configuration do not override category permissions!

-- and the rest work exactly as in Joomla article manager
-- i mean submitting ACL uses the "create" privilege like in standard joomla ACL

a.
aka a user can submit in a "category A" if he has permission "create" in it,

b.
to check if a user can submit in a category edit this category and check if he has "create" privilege on it,

c.
(NOTE): if a user belongs to multiple user groups and he/she is soft-denied the "create" privilege
(e.g. via heritage of a parent category and via "lack" of "create" privilege)
then he may get the create privilege from a different user group to which he belongs also
