It seems that my change in forcing the items to have pending approval in backend (for people that cannot)

has prevented the backend users that do not have publish permission to set the item as "Draft:unpublished", and thus edit the content item multiple times and then,

when they are done editing, manually send an approval request (i guess this will be done by setting items to pending approval and notifying the users that are assigned to receive notification for pending approval state items)

So i wiil add a new Global Parameter (which will be turned ON by default) called,

"State when no-publish permission (backend)"
-- Draft :unpublished (Manual approval Request)
-- Pending Approval:unpublished (Automatic approval Request)
