category choice when adding a frontend

I made a few menu items. I want to allow users to choose the category.
For example user1 has access to a category 1, category 2 and category 3.
One menu item I want to have a choice of category 1 and category 2, in another menu item I want to choose a Category 2 and Category 3. I do this?
I know that if you create a menu item does not specify a category, then user 1 will choose to Category 1, Category 2 and Category 3. If, however, when creating a menu to specify the category 2 and category 3 the user will not be able to select a category
