I understand you need to make sure first that this really is a bug and not me doing something wrong. But I have been using Flexicontent extensively for years and I always assume first that something is a user error (especially since this was brought to my attention by the client managing the website so obviously assumed it must have been something they did but then I was able to recreate the error myself). I know all the odds and ends of re-ordering, I know initially all items have a position of 0, I know that when you first click the save button they get their consecutive positions.
I did a test just now and added 3 test articles. Initially they landed at the top of the list with a position 0. I had the listing set to a single category, don't include subcategories, ordered by the column Order, 20 results per page. I changed the 0s to 24, 25 and 26 so that the new items landed on the second page. This is what happens:

The test articles aren't exactly in the position where I wanted them but that's not a problem, I can fine-tune that. But notice that already at this point two items have the position 21.
I re-arranged the test articles, saved and what I got is three articles with the position 21

I saved again and got four articles with the position 21

This time I displayed all the 60+ articles and clicked the save button again. The items got their unique consecutive positions but as you can see, the ones that used to have the position 21 are now not ordered correctly (they used to be alphabetical)

Before you ask me why I can't just set them to be ordered alphabetically, the client wants a few items to display at the top and then the rest alphabetically so I need a custom order. This is a glitch that I can recreate as you can see from the screenshots. I know this is a weird one and I'm glad that at least when listing all articles it seems to work correctly but on a website with dozens of items, being able to order per page is very handy.
